How does white win: Immediately or in 2 rolls.
Immediate wins give 6 games in 36. Instead of seeing how often white takes 2 rolls it seems easier here to see how often white takes 3+:
21: 2 X 22 = 44
11 or 31: 3 X 17 = 51. 44 + 51 = 95
32 or 41: 4 X 9 = 36. 95 + 36 = 131
42 or 51: 4 x 5 = 20 131 + 20 = 151
Any 7: 6 X 2 = 12 151 + 12 = 163
4 X 36 = 144. which is 19 below 163. So about 4.5 times 3 or more rolls would be needed. This gives 36 - 6 - 4.5 = 25.5 times off in exactly 2. Taking off a 6th gives 25.5 - 4.25 = 21.25 wins. Adding the 6 immediate wins gives about 27.25 wins cubeless.
After the 12 Blue is a 23.5 - 12.5 favorite. The cube doubles that advantage so give an extra 9/36 for each of those two games gaining .5 games worth of equity. We are down to 26.75 wins and blue has a tiny bit of cube power after 13 or 11 also.
