KG wouldn't put players on his Official Top Lists unless they had, I think it was, 1000 experience points. Naturally, he did that in order to reward only long-run performance. So if someone did well in one or two tournaments but had little measured experience overall, he or she had to wait to get any significant ratings-recognition.

I believe fears about ratings discouraging participation of weaker players are unfounded. I really don't think weaker players' egos are all that fragile overall.

Maybe some stronger players' egos are fragile, but strong players don't need protecting. They have to be able to face brutal realities if they want to be called "strong." They should be well able to face up to bad results, and to evaluate their skills objectively. An Elo system will help them do that.
