There are several factors that argue for 13/4 (aside from less immediate shots).

1) If it works, the 4-point is a better point to have made and it needs to be made eventually.

2) 1 blot as opposed to 2 will lose fewer gammons

3) The rolls that hit on the 4-point provide fewer opportunities for white to escape with tempo than the hits in the outfield.

4) After being missed, most of the 12 rolls that leave a direct shot actually make a valuable point in the process. Paying later has value here as blue will have a stronger position, increasing survival chances if hit.

I think it is very close, but all things considered, I play 13/4.
