I agree.

Although you might get hit back you can't win the race unless you can convert to a race, and making the bar gives you a much better chance to convert to a race...and note that getting hit back (once) still leaves you winning the race.

White's structure is very solid, making the bar puts a wedge in between his points, and lets you use the builders for either making the 2 point, making the three point, or making the bar...the three point is pretty easy to make (16ish rolls), but the checkers on the 22 & 21 point can only go to the bar (2ish rolls). You just rolled the numbers to put them there so do it.
