But should it be taken as axiomatic that the ABT and backgammon in USA is in a state of paralysis? Should it be taken as axiomatic that change is always a good thing?

At the current state of affairs? I think damn near any change is good. Let me summarize some salient points for you:

  • ABT tournaments routinely generate fewer than 50 players in the championship division
  • An alarmingly large percentage of those players are over 50 years of age

Backgammon WILL DIE as a serious competitive game in the USA in a decade or two without some radical changes.
