I would expect White to be able to win this game 6 to 7% of the time. This is just a guess, but I really think 3.5% is very low.

One problem is that White ruins his chances if he rolls a 1 to break his 2 pt board and kill a checker. But if White could handle an ace without breaking, I'd think his winning chances would be about 10%.

All this is just a guess, but experience tells me that sometimes Blue loses here, but of course, when you are Blue and lose you remember it more than when you win.

A Snowie rollout would be useful here, in spite of the fact that checker play isn't per DMP. If Snowie, which will sacrifice some winning chances due to running off the BG or even trying to save a G, wins this more than BGB does, then we can conclude that BGB isn't playing it correctly as White.
