too much room for shenanigans in how various countries may try to stack teams, etc. -- use some variation of golf's Ryder Cup; for singles each country's team captain makes a list of his 16 players in any order he wishes, then the two lists for a country vs. country match are matched; same for doubles, you can assign your teams any way you wish and then you turn in a listing of eight teams based on anything you wish, the other country does the same; that's the pairings
