In terms of format, I think that if its an international event, then each country being represented should be allowed to select players however they want.

Fixing the format of the event is likely to be the best starting place. You cant really make it too many players from each country - some may not be able to rustle up enough players to even play - and really widespread international participation would be a major goal of this.

So, in order to figure out a format for such an event, you would most likely have to make the following true:

1. Low entry fees

2. Easy to reach location

3. Publicity would be required - getting the attention of the international media is important

And from there, pick a format, formally invite the countries representative BG associations, and make it at least 2 years out so that everyone has enough time to get their ducks all in a row.
