It was my recollection that the "sidebar" with Carol was called between games (right after you cashed the backgame from hell), and with 39 seconds remaining on the clock.
Given what you described, I think Carol handled the situation perfectly.
As for correcting the time on the clock, in my opinion your opponent's right to the correct thinking time to play his match trumps your right to claim a timeout because the clocks were set incorrectly to start the match. If the clocks had been initially set with 4 fewer minutes, there is no harm done or extra delay to the tournament incurred by simply adding 4 minutes to both clocks. Your bonus in that case is that your opponent played for a while (potentially suboptimally) under time pressure. I have a less clear opinion of what should happen if the initial reserve time was set too high. It certainly seems too severe if someone has 4 minutes left on their clock for someone to suddenly say, hey - clocks had 4 minutes too much at the beginning, you've timed out and lose the match. Lacking any rules on this, I think the remaining time stands, but probably should not be allowed to remain above the required initial time setting if the error is noticed early enough.
