Honestly, I do not know what the ideal time control is. You have to pick something and if it is not optimal be willing to change it. I'd rather the magic number be looser and have as many players as possible get a positive experience with clock play than have it be tighter and have people complaining and feeling uncomfortable through their own fault or not. People are doing exactly that. The purposes for clock usage is improved mechanics and avoiding tournament delays. The mechanics are uninfluenced by the time control. Do we actually know that 2.5/12 would produce tournament delays while 2/12 would not? If an extra 6.5 minutes of time were added to the duration of Bill and Brent's 3+ hour match, what would the impact have been? All I'm saying is that if tournament schedules do not incur delays with a 2.5/12 TC, then what's the harm in using it? What I do know is the potential harm in using a TC that is too short. Again, the logic that because matches are not timing out, the TC must be sufficient does not hold water. Brent proved in his last 3 games that he could have played the entire match with a 0.5/12 TC and not timed out. That doesn't prove 0.5/12 is sufficient.
If any data is going to be collected on the distribution of time consumption, you cannot do that in a time constrained setting. You can give too much time and show that it is not needed by measuring time remaining, but you cannot give too little time and ever conclude that more is needed in any other way than have people complain that they are under time pressure too often. People are complaining. Listen.
