Seeded ?!

In Response To: WSOB CANNES - NATIONS CUP (Andy Bell)

3) If more than 24 countries (plus the 8 seeded countries) apply to participate to the Nations Cup, 24 countries will be drawn on July 15th 2006.

I wonder who these seeded Nations are going to be, and on what kind of reputation or good contact to the TDs this decision is based upon.

If my memory is right, in one of the previous years Germany had not been seeded, which came as a surprise to me.
