There has always been conflict.
In the old days (before clocks), the conflict came on a match-by-match basis when any of the following occurred:
(1) One player played faster than the other and the faster player felt the slow player was taking undue advantage. (The players simply had a different perception of what the "expected" speed of play was.)
(2) Both players were playing the same speed but each felt the other was taking longer. (Time always goes slower when it's not your turn.)
(3) Both players were slow and their game was holding up the tournament. (Conflict with Director and others waiting to play.)
Clocks will eliminate much of this match-time conflict by giving players a standard to play to. The conflict you are seeing now is lobbying by various parties on the question of "how fast players are expected to play." This is not at new question, but the discussion is sharper (because we now have a way to enforce a standard), and it's more public.
