The problem with the fast-rolling rule is that it doesn't cover the situation where your opponent reaches for, covers, or drags his dice but does not pick them up and then the opponent rolls. Intentionally or not, he has been tricked into rolling too soon, particularly if there was a rythmn established where the other player always had reached for the dice and picked them right up, but then this one time kept his hand near or over the dice without picking them up.
The other problem with the rule is that it doesn't cover the situation where both players have been fast rolling the entire match and have allowed each other to do it, and then, when there is a critical roll, suddenly the other player makes the call.
Of course, it can be argued that the person who fast rolls is simply putting himself at risk and he should simply never fast roll. I happen to be a player who takes care not to fast roll, and who calls it on his opponent immediately the first time he fast-rolls me so that we will not have a problem if I call it on him later on a critical roll...I warn him the first time and then call it every time whether he rolls a good roll or not.
But even I, as careful as I am, can easily be "tricked" into rolling fast if someone covers the dice with their hand after what appears to be an obvious or forced move and I am sure he is done with the move.
This is just one of many areas where the rules do not adequately cover the circumstances that can arise and what the resulting ruling should be when they do arise. Unless we have more definitive rules, which I, and others have recommended, at the very least there should be a statement that encourages the director to take fair play and good sportsmanship into account to any ruling, and to rule against anyone who has, intentionally or accidently, violated these most important aspects of the game. A ruling should never uphold the strict wording of the rules if that rewards unfair or unsportsmanlike action.
