Plenty of collusion going on in cycling.
It's part of the sport to make strategic alliances.
EG. If a team that is defending the yellow jersey (the leader) is too worn out to catch a break away group then it is quite common to offer money to some of the other riders in the peloton to do the hard work.
It is also common for the "domestiques" on a team or even for the "lieutenants" to stop riding if they're racing their captain on a stage and it's between them and nobody else to win the stage (because the others are too far behind).
I reckon less "collusion" is going on in the olympic cycling race where the riders are grouped according to nationalities. I don't see anyone giving up an olympic gold medal because one of their country men would be a "bigger name".
