Astana was led by the Kazakh rider Alexander Vinokourov, who was caught blood-doping two years ago, which led to the team's withdrawing from the Tour that year and general disgrace. Johann Bruyneel, who had managed the teams that took Armstrong to his Tour wins (US Postal & Discovery) needed a new team since his former corporate sponsors had pulled out. In return for rehabilitating the name 'Astana' (which is, among other things, the Kazakh capital) Bruyneel gets the franchise + financial backing.
