I did not interpret Ray as knocking the best Europeans, as there is no question that they are in every way as good. I think he was suggesting that there are many more players in Europe than in the US and that these players are not as strong. Thus, he believes that an American will encounter more weaker players than they are used to in US tournaments. Witness Poker. Many more players, many more fish. That takes nothing away from the best.
