No need to ask, just set the clock up and prepare to play. Everyone should know the rules of the tourney and if one person wants a clock it becomes a moot point. I think asking demonstrates ambivalence and is more likely to cause problems than not. By asking, rather than just exercising your right, you are, in the case of an opponent who would prefer not to play with a clock, going against his wishes. So, you get off to an adversarial start.
