If the event is "clocks on request", you should ASSUME the clock and just set it up as Bill suggests. It is the opponent who must figure out the diplomatic way of asking/convincing you to play without the clock. It is not your problem to figure out how to best handle this and you should not worry about it.

By all means be friendly and offer to explain all clock procedures and make the guy feel comfortable. If it is the guy's first time, you may decide to offer to play without a timeout penalty if you are so inclined. But use the clock. People need to see that clocks are a gift rather than a punishment.
