Proper etiquette question 2?

Yesterday I played in a local tournament and two of my opponents were doing non Kosher things.

Player #1 was not shaking his dice. He was putting them in his cup and dumping them on the table without any shaking. I did not say anything because he was getting crappy rolls..

Player #2 was grabbing the dice and rolling before I hit my clock if I had a forced move. Example, I had two on on the bar with his 6 open and rolled a 6-3. He grabbed my dice and shook and then picked my man off of the bar and tossed it on the 6.

I have known both of these players for 20+ years and they were not trying to get an advantage, they just were not following the rules. What is the proper way of calling someone's attention to this?
