I think you assume ignorance and smile and politely explain what the rule is after a "maybe you are not aware of this" statement to make clear you are trying to help rather than accuse. I've said things to casual players like "I attend lots of tournaments and they are quite serious about these kinds of things that might not seem so important. It is best to get into good habits as it minimizes any chance of problems."
