Richard, all great points. But BEFORE you can expect tournament directors to act appropriately, you must have definitive rules and guidelines so that players and directors know exactly what is expected and what the penalties will be if there is an infraction. The backgammon rules are severely lacking in this area.

I agree with those who argue that a definitive set of rules would be far too long and extensive for the average player. That is why there should be a very simple set basic rules for tournament play, and then a "Director's Guide" that is available for Directors and serious players that gets into the very technical definitions of what defines "capricious" handling of the cube, and what to do if one player said the die were cocked and picked them up and the other player did not agree, and what to do if spectators speak in a foreign language etc. etc.

We must first all know "what" the rules are, and then how they are supposed to be enforced, before we can expect consistency on the part of the directors. Myself, as a tournament director, I feel extremely compromised that I am not "armed" with the tools to provide my players with a level playing field. I don't want to be accused of being "arbitrary" with the rules, but would always rather have the ability to point to rule 7.3A and state that I am simply enforcing the international guidelines for this situation.

Once that is in place, then we certainly can state that a given director was "too lenient" or "did not enforce" certain rules. Right now, that is impossible to state with any objectivity.
