These kinds of situations come up all the time. Simply explain, nicely and in a friendly way, why their actions can hurt them and cause friction and problems in the game, and ask them nicely to change their behavior. But DO IT THE FIRST TIME it happens. When you wait, then you have lost credibility.
Letting him not shake because he had crappy rolls says to me that you would have said something if he rolled well...and that suggests that you are not willing to insist on fair enforcement of the rules except when it is not in your favor.
If you let them get away with it some times, you lose credibility when you try to do something about it later.
Another tactic is to do it after the game or between games as opposed to the heat of the moment.
Just today, I explained to someone who fast rolled me that I really want him to be more careful because I don't want him angry with me when he rolls a 6-6 and I ask him to roll over. I was putting him on notice that I could do that and I would do that. A few rolls later, he fast rolled again, and even though it was a non-consequential roll, I exercised my option of changing my move and having his roll stand.
He did not fast roll again and the problem was solved.
