Just to clarify - I was not advocating the TD videotaping all matches. That is clearly impractical. I was advocating that PLAYERS be allowed to videotape their own matches and that no opponent should be permitted to prevent this videotaping.
As for TD responsibility, I agree completely. However, players have responsibility too. They must complain ON THE SPOT, and not after the match is over. Players must demand a monitor for the rest of the match if there was a blatant cheating incident. Players must report dice switching mid-match. Players should confiscate any foreign dice introduced during play and bring them to the director. If as you say, consistent reports of cheating were made by various people against the same offender and ignored, then the director is at fault. But directors must also learn. Some directors don't like to create confrontation. And it is not until enough people say "I'm not attending any more of your tournaments because you won't take a stand against cheaters" that they finally understand that the cost of doing nothing exceeds the cost of doing something. But this is not a restaraunt. This is a case of crime in our community, and the many good backgammon citizens have an obligation to not tolerate it. But the directors must stand behind us when the voices get too loud and numerous. I applaud directors that ARE willing to take a stand, even if it is uncomfortable.
