16/9 slightly over making the 11. If White had a 2 or > point board, I'd go with making the 11 since 16/36 White will enter both checkers and it might be hard to play safely and constructively with your 2 blots to worry about. But here White's board is wide open, so there's less to be feared from this potential sequence. 16/9 creates an extra builder for the 4-point which increases the chances of your winning the fight for this important point.
