The 11 point is harder to clear because your opponents anchor on the 20 will always be bearing directly on it and rolling a few sixes before clearing can lead to a pretty awkward position. By playing 13 9(2) you have created three landing spots and your big numbers clear and your small numbers buy you time. Also, your opponent may not be able to hold both the 20 and the 13 points, which may also make clearing easier. All things being equal, he is a favorite to break his 13 before you break yours, in scenarios where you rolled many non-clearing shakes, since eliminating the 40 pips for his anchor on the 20 point actually makes him leading the in the race and on shake with the remaining checkers.
