Looks like a pass to me. The race lead is overstated because of Blue's distributional issues, but the 17 hitting numbers are very big.

And I think this is the point of the cute play. After 16/10(2) and 66, White is down nine pips in a straight race, and may have a take. If so, stopping on the midpoint wins the game more often.
