Are you assuming that a cheater would be honest and say "yes, director, it was my second roll and I did fail to consult with my opponent".
Yes. If the world had more honest cheaters than dishonest cheaters, it would be a better place. ;-)
Seriously though, it is impossible to anticipate or prevent all forms of cheating. I think that for the most part, at least from what I've experienced in the U.S., that backgammon is a gentleman's game, similar to golf, where sportsmanship and propriety hold sway, and I hope it remains that way.
And any rule change that encourages more sportsmanship is a good thing and any rule change that encourages more angle-shooting is a bad thing.
