Snowie Equivalent Error Rate in GNU

I have found that there is some kind of sliding scale that you can use - but I dont know the formula for it.
So, for example, a GNU Snowie Equiv. of say 5.0 will mean a Snowie of probably 4.5/4.6 - I figure it at the 10% mark myself, but that gets bigger as the ER's go higher, and smaller as the ER's go down (but less small). Anyway, figure 10% for 5s and under, rising slightly over that, and at 3s and under, call it 8%.
