There are dozens of ways to structure the use of clocks in money games, and a lot of it depends on the specific rules of the given chouette relative to consulting, cube action, etc.
One approach is to allow a delay of 12 seconds per move, and then you are allowed X moves per game where you can take up to 1 minute and X moves where you can take up to 2 minutes, and if you use up your total allocation of time you are simply penalized 1 point to everyone on the other side if you go over your allotment.
Another approach is to allow a 30 seconds per move and you pay a penalty for every 30 seconds over that (the penalty would be something like paying 1/4 point to everyone on the other side whenever you go over 30 seconds).
I am sure there are many other fair and fun ways to use the clock that will speed up the game, and of course, for ease, I would recommend non-consulting chouettes.
