Assuming equal matchlength in each round:

A shark in a pond of equal fish has the same chance to win in A or B. If the shark is p% favorite against everyone else, it is 1/3*(p**6)+2/3*(p**7).

There is a way to distribute the byes in A such that it is equivalent to B.

Assuming larger matchlengths in later rounds option A seems better to me.
