I'm still unclear about what exactly your A format is. How are the byes distributed? If the bye players are playing each other ("immediately") in round 2,then your A is not the same as Jim's C ("no bye plays a bye"), which if I understand him correctly amounts to 32 groups of 3 (i.e., the byes are distributed as widely as possible through the draw).

If the A format is a 128 draw with all the byes in one half, then it is of course exactly equivalent to the B format, regardless of the strength of the players.
