Lets say you have 2 players with a skill difference of say 50 Elo (but you don't know which is which). Does anyone know how many 11 point matches they'd have to play in order to have 95% confidence that the player who has won the most matches is in fact the stronger player?

As stated, there is no answer : a n+1 to n win will never be significant, for any 2n+1 matches contest. You need to consider the margin of victory.

Then, offhand, winning by a margin of sqrt(n) or more for n not too small (11 seems OK, but barely) would be convincing. Not specifically 95% confidence though.
