First, I don't think starting a Bronstein clock is a fair method of handling late arrivals. This is too severe. The normal penalty points method should be used.

For an 11-point match, the first penalty point should have been assessed when he was 15 minutes late, and then one more every 5 minutes. So he should have been forfeited out when he was 40 minutes late (more than half the match length assessed). It certainly shouldn't have taken 2:23 hours to handle the forfeit, (unless the staff was never notified.)
