For fairness they are the same format, but the equity of the best player in the tournament is increased under the B format because the bye has to be earned and the best player has the best chance of earning it.
Not if there are exactly 96 players. In that case, a player receiving a first round bye in the A format is in a group with 31 other players, all of whom also got byes. Here are the opponents he faces:
Round 1: bye
Round 2: a random player (who also got a bye)
Round 3: the winner of 2 random players
Round 4: winner of 4
Round 5: winner of 8
Round 6 (semis): winner of 16
Round 7 (finals): winner of 64 (the winner from the other half of the draw)Here are the opponents that player faces in the B format, if he gets the late bye:
Round 1: a random player
Round 2: the winner of 2 players
Round 3: winner of 4
Round 4: winner of 8
Round 5: winner of 16
Round 6 (semis): bye
Round 7 (finals): winner of 64The player has identical winning chances in these two scenarios, regardless of his playing strength. The formats are equivalent.
