Yes, people from Hamburg are "Hamburger" (no plural-s in German). But they also call hamburgers "Hamburger" (with English pronounciation, usually), though you will hear the short form "Burger" much more often. It's not unusual, because in Germany there are many dishes that have a name that is constructed from the name of their place of origin in the same way - we also ingest Americans occasionally.
