I'm not sure I understand this rule. Obviously the math is pretty simple on the 2:1 gammon wins:losses ratio, but that's assuming cubelessness. There are plenty of positions that are TG but don't win twice as many gammons as losses. Of course if you do win twice as many gammons as losses, then it must be TG (at least, I would think--there might be some weird paradoxes with a centered cube). But I'm not sure what the theory is supposed to be when you don't win twice as many gammons as losses. That doesn't necessarily mean it's D/P.
