solutions for dice cheating

I'm still waiting to hear if the cheat at this tournament was forcing numbers with an apparantly legal dice throw or putting gaffed dice in the game. If the first, exactly how was this being accomplished?

On the general subject, I find all the recommended 'cures' as worse that the disease.

Clocks, one set of dice and being observant; this is sufficient. Shaking and rolling the dice is part of the fun. Baffle boxes only should be mandatable when dealing with a suspected cheat. If it is a documented cheat, he shouldn't be playing, anyway.
