I like to roll the dice.
The use of a clock, and the enforcement of the associated rules, satisfies most of the problems you discuss -- no fast rolls, no disputed rolls, etc. If my opponent wants to shake the dice forever, while his clock is running, I have no problem with it.
Also, the use of a single set of dice with the clock helps to mitigate the dice cheating problem to a degree. Beyond that, be certain of the legality of the dice and the board. Videorecord the matches. Enforce the rules associated with touching the dice while they are on the board and of moving checkers with only one hand. I prefer to leave moved checkers offset before making a final decision -- I encourage opponents to do the same to eliminate confusion over original positions (of course, the cheats want the confusion).
I don't want to kill the fun of the game, I want to kill the cheaters.
