Don't know the situation with the BIBA tourney, but 1000 Islands is traditionally one of the smallest ABT tourneys -- hard place to get to, reputation of poor facilities, etc. Couple those facts together with the fact that is traditionally small -- fewer ABT points -- and other ABT tourneys on the weekends immediately before and after and the end result is a small tourney.
