the dice mechanics are well known buts its almost impossible to get them banned.some of them are very dangerous characters that most tds wouldnt want to antagonize.its almost impossible to prove cheating without catching them redhanded like they did in france where they found the dice had 2 5s on them instead of a 5 and a 2.the best practical solution is a sealed baffle box device that phil simborg and bob koca have mentioned.this would be used if only one player requested it and the players playing the cheater should be alerted about them.seeing the player who is suspected of cheating constantly having to play with a baffle box might shame them from coming to tournaments.
