Can one compute an implied Elo rating difference that would make the drop correct?

Sure, eventually you will reach a correct decision in any direction if the ELO difference is large enough (e.g. this will eventually become a correct play-on). As to whether Mochy is so much stronger that he should drop, I don't know. It would take a pretty big ELO difference to get to that point.
