It seems to me that there ought to be a way to invent an adjusted pip count for such situations, in order to assess which play is best from a timing perspective.
White's outfield checker on his 14-point represents 14 pips of timing, or perhaps a few pips less since he really doesn't want to bury it. A White checker on the bar is a lot more difficult to assess. Against a 4-point board, there's a little bit of timing associated with dancing, but not much. The main difficulty is that if White succeeds in recirculating the back checker then it represents a lot of timing, but if it stays trapped then it represents a total loss of timing.
My instinct here, for what it's worth, is to play 22/21 16/14* 8/7. That's based on a gut feeling that White's extra checker back will not escape since you have excellent chances of building at least a 5-prime, and White's timing is decent but not excellent. Therefore robbing White of the timing represented by the White checker on the 14-point, followed by maximizing the chances of making a 5-prime, stands to gain the most. The White checker on his 5-point doesn't represent much timing, so hitting it seems less valuable than slotting the back of your prime.
But he correct play for this particular position seems less interesting to me than the question of whether one can develop some rules for these kinds of positions.
