I don't agree. There is nothing ambiguous about touching the dice to signify ending of the turn and there is everything ambiguous about moving a hand in the general direction of the dice.
Why is is such an imposition to require someone to not roll their dice until actual contact is made with the dice, and take the extra quarter of a second to visually see it happen rather than acting upon anticipation of the event?
Otherwise by extension, if you're playing with a clock, it should be ok to lift the dice and roll when the opponent's hand moves toward the clock button whether or not they actually hit it. After all, they are potentially enticing their opponent into thinking they intend to end their turn.
