An exact calculation of White's cubeful winning chances:

Black rolls 32 or 31, White wins with the cube. That's 4x36x36=5184 wins in 46656 games.

Black rolls 21, White rolls a non-winning roll, Black rolls 11, 21, 31 or 32. 2x31x7=434.

Black rolls 11, White rolls a non-winning roll, Black rolls 21. 1x31x2=62.

Black rolls anything but 66, 55, 44, 32 or 31, White rolls a winning doublet. 29x5x36=5220.

Total is 10900 wins in 46656 games which is less than the 25% needed.
