If the evaluator is perfect the rollout will necessarily be worse than the evaluation, and only converge to the evaluation.

I think what Frank was questioning was whether a rollout using mini-rollouts of an imperfect evaluator as evaluation is any improvement on just using the same amount of calculation on just doing a more extensive rollout using the said evaluator.

I am not qualified to answer the question, but I think it is a reasonable question.
