One of the main features is that by splitting after your opponent has made a point you 'freeze' the two checkers on the 8-point, (he generally has used his 3rd checker on the 8-point to make the point).
So, the majority of the time, yes. 64P is the main exception, as slotting is often a better response to your opponent's impure approach, as he prefers to blitz and not prime.
