Premature roll ruling

One of the major things "missing" from the rules of backgammon is an overall "policy" that would state that in the event of a dispute, or a question of what is fair, the ruling should tend to go against the player who took an action that created the problem. So if the evidence is gone, or the premature roll is cocked, or the player quickly picked up his dice, or his partner intentionally interfered with the roll, etc. etc., the rule should tend to go against the side that rolled early, or that interefered with the dice, etc. etc.
If there is a doubt about capricious handling of the cube (which should be more clearly defined, by the way), the ruling should generally tend to go against the party that reached for or touched the cube or gave some indication that he was going to double...he's the one who "caused" the problem, or ambiguity, or question, in the first place, and when there is doubt as to what really happened or how severe it was, it should go against the one who caused the action.
