I dunno - IANATD - but I think it only applies to initial setup, since thats the only situation I can think where checkers are moved outside of a "play".
To Gregg's comment... I think the play of 6/o is still illegal, but since illegal plays can legally be condoned, the checker was legally removed from play. So a strict reading of this...
A player with a checker illegally removed from play may still be gammoned or backgammoned.
... doesn't seem to apply here, atleast to me.
Regarding bearing off a hit checker instead of putting it on the bar... thats an illegal play, which can be condoned, and seems (to me) no different than the above.
I agree the rule could be written better, tho.
