I would say ND based on the following analysis: Trice's formula for the EPC (Effective Pipcount) of a "stack and straggler" position is 3.5 x (checker count) + (straggler pipcount), which comes out to about 70 for white here. I think a smooth position like Blue's has wastage of 5-7 pips so White isn't really ahead in the race. On top of that his shot is an indirect one that guarantees a return shot. It just feels like a really bad redouble; even an initial double seems bad to me.

I have no idea how the match score could affect this.
