100 islanders logic puzzle - what about a silent oracle?

I'm pretty sure that my solution (and others) is correct. However, if the oracle just had kept his mouth shut, would none of this cascade of logic have started at all?

It seems the oracle's pronouncement didn't change anyone's knowledge or understanding of the situation at all. Everyone already knows that at least 1 person has blue eyes.

I'm not sure about this part at all.
